a) Deberá redactarse con lenguaje definido, preciso, consistente, sencillo, claro, adecuado
y proporcional a los objetivos que se proponen, y en general, de conformidad con las
reglas de la técnica legislativa;
b) Deberá incluir artículos transitorios, y
c) En ningún caso tendrá por objeto abrogar uno o más Programas sin proponer
simultáneamente un texto normativo que lo sustituya;

XXII. Los decretos que en materia de Programas sean aprobados por el Pleno de la Asamblea,

que su publicación en la Gaceta Oficial del Distrito Federal sea anterior, sin necesidad de que
tales decretos sean inscritos en el Registro de los Planes y Programas de Desarrollo Urbano, ni
en el Registro Público de la Propiedad y de Comercio.
